Father Claude-Marie Dubuis was named the second Bishop of the diocese of Texas, See of Galveston, in 1862 to replace Bishop John Odin who had been transferred to New Orleans. Bishop Dubuis, a native of France, had come to as a missionary to Texas in 1846 and had labored as an apostle in many parts of Texas during the sixteen years before his appointment. Hw knew from first had experience his varied and poor flock and their many needs. He witnessed the sufferings that resulaed from the Civil War and the repeated the scourge of yellow fever. There was a desperate need for religious women who would care for the sick and the numerous orphan children of his diocese.
